Joe joined the Housing Partnership of the Fox Cities in August, 2013 as Executive Director. Prior to joining the Housing Partnership, Joe was the Senior Vice President of Global Human Resources of Plexus Corp. At Plexus, Joe was a member of the company’s executive leadership team and was responsible for proving strategic leadership on all aspects of Human Resources (talent management, HR business partners, compensation, benefits, HR information systems, etc.). Joe provided leadership to the Compensation and Leadership Development Committee of the Board of Directors on topics of executive compensation, succession planning, compensation program design, and talent assessment.Prior to joining Plexus, Joe held a variety of HR roles over his 22 years with Kimberly-Clark Corporation. Joe’s most recent roles at K-C included Director of Talent Management and Senior Director of Human Resources for the Innovation, Marketing and Strategy functions. Other roles at K-C gave Joe experience as an HR business partner and in a variety of leadership development and training opportunities. Joe graduated from St. Norbert College with a Bachelor’s Degree in Natural Sciences, and later completed his Master’s in Business Administration from Marquette University with Beta Gamma Sigma honors.

Ryne joined Housing Partnership in July of 2016. Ryne started with the organization as a case manager for the It Takes A Village program. In August of 2017, Ryne accepted a new position with the organization as the Community Engagement Manager. Ryne worked two years for Integrated Community Solutions in Green Bay, as a housing specialist. This is where he developed his passion for housing assistance programs. Prior to that, he worked as an employment specialist with Forward Service Corportation. Ryne has 5 years of experience in the non-profit sector. Educationally, Ryne holds a bachelors degree in Psychology from the University of Wisconsin-Green Bay.


 

Rachel Youngquist, Deputy Director

A graduate from the University of Minnesota with a Bachelor of Science in Speech and Hearing Science, Rachel worked in the Twin Cities for 17 years. Starting her non-profit journey at Courage Center in Golden Valley, Minnesota for four years and led her to a position at the North Central Arthritis Foundation where she managed 119 programs in the tri state area of North Dakota, South Dakota and Minnesota. Rachel also worked at the Minnesota American Physical Therapist Association for a part-time job and Girl Scouts of St. Croix County. In 2006 Rachel returned to her home state of Wisconsin and continued her career in the non-profit world at NAMI Fox Valley, Tri-County Community Dental Clinic and currently is the Deputy Director of the Housing Partnership of the Fox Cities. Rachel currently serves on the Board of Health in Winnebago County and as an elected Supervisor for the Winnebago County Board. Rachel believes in giving back to the community she is proud to have been raised in.

Jen joined the Housing Partnership at the inception of the Young Adult Housing Program. A sociology graduate of the University of San Francisco and then St. Thomas University School of Law in Miami, Jen spent the past twenty-five years in the non-profit and criminal justice arenas advocating for people with mental health needs.  She began her career in social work by providing case management and socialization skills to adults with chronic and persistent mental illness. As a Forensic social worker for the Miami-Dade County Public Defender's Office, Jen spent many years presenting criminal courts with mitigation and diversion plans for those facing the death penalty in Florida courts. The collaboration with NAMI Fox Valley on the young adult housing program provides an excellent opportunity to bring her eclectic experiences and passion to the program.

Kendra joined our team in September 2010 as Administrative Services Coordinator. She graduated with honors in practical nursing in 1992 and has a background in healthcare and office management and administration. She has 5 years of experience in the non-profit housing field. In her current position as Housing Program Manager her duties include leasing and landlord responsibilities, overseeing requirements for programs, tracking and reporting programs, database management, IT, and other various office tasks.

Ashley Patton, Case Manager

Ashley started as Case Manager for the It Takes A Village Program in February 2016. She earned a Master's degree in Community Counseling from Lakeland College, as well as an Undergraduate degree in Psychology/Social Work from Silver Lake College and an Associate degree in AODA Counseling from Fox Valley Techinal College. She also has training in Moral Reconation Therapy and Motivational Interviewing. With over 10 years of professional experience working in various human service roles, she has experience working with individuals with persistent and severe mental illnesses or alcohol and other drug abuse dependence, has worked in correctional settings, those struggling with poverty, homelessness or unemployment. As a native to the Fox Valley Area, this community is very near and dear to her heart. She is very passionate about helping others and willing to go above and beyond.

Tara Prahl, Case Manager

Tara joined the Housing Partnership of the Fox Cities in January 2011 as the Case Manager. Tara completed her Bachelor’s in Social work at the University of Wisconsin Green Bay. As an intern at Harbor House for a year and a half, she became a strong advocate for survivors of Domestic Violence. After graduation, Tara worked as a House Supervisor at Homeless Connections where she gained valuable experience and skills to work with persons who are experiencing homelessness. Tara is an active member of the Fox Cities Housing Coalition and Wisconsin Balance of State Continuum of Care. As the Case Manager for the Housing Partnership, Tara works in tandem with the Life Skills Coordinator to provide supportive services to participants in our Rapid Re-Housing, Transitional Housing, and Permanent Supportive Housing Programs. Tara’s serves families with the philosophy that through empowerment and a client-centered approach, all participants will create a healthy interdependence with their community and break through the barriers of homelessness.

Josh joined the Housing Partnership in January 2016. Prior to this, he worked for over 3 years as a maintenance engineer at the Radisson Paper Valley Hotel where he led remodeling projects and trained incoming maintenance staff. He has an UXO Tech I with a Hazardous Waste Operations and Emergency Response Certification. Josh also worked with a crew building residential and commercial fencing with Security Fence, as well as landscaping design and maintenance with the Gardens of the Fox Cities.

Maggie joined the Housing Partnership in May 2017 to serve as the case manager for the The Ascend Initiative, an exciting new transitional housing program for young adults living with mental health challenges in collaboration with NAMI Fox Valley.  Bringing an array of experience, Maggie’s unique perspective stems from working with young people, advocating and mentoring.   Maggie received her degree in Human Services Leadership from UW Oshkosh in 2014. She loves being part of a program that assists in changing the dynamic and direction of young adults in our Fox Cities community.
